The managerial activities, grouped into the managerial functions of planning, organizing, staffing, leading, and controlling are carried out by all managers, but the practices, tools and methods are always adapted to particular tasks, achievements and situation. These concepts are sometimes called the universality of management in which managers perform the same functions, regardless of their place in the organizational structure, or the type of company they are managing.

The Project Management Body of Knowledge (PMBOK) is an inclusive term that describes the sum of practices, widely applied, within the profession of Project Management. Managers are charged with the responsibility of taking actions to make a good work possible, supervising individuals doing their best contributions to group objectives. Management thus applies to small and large organizations, profit and non-profit companies.

Effective management, in a very real sense, is the concern of all kinds of organizations, whether commercial and noncommercial, where they achieve and establish an environment, where people can accomplish the company goals with the least amount of time, money, materials and, most of all, the customer satisfaction.

Thus, managing is an art, and the organized knowledge underlying the practice may be referred to as a science. Yet, as Peter F. Drucker, one of the most prolific writers in management, observed, "The greatest opportunity for increasing productivity is surely to be found in knowledge, work itself, and especially in management."

Quality management is the middle of the personnel doing the work. However, quality control is, sometimes, in conflict with other managerial activities in getting the job completed in the specified or required time, in the real world, even the best contractors may sacrifice some quality for the sake of a single penny. Unfortunately, some Owners may force the Contractor to take whatever steps are necessary to complete the project on time, even over the warnings of the Project Manager, informing lack of quality.

The primary purpose of this guidebook is to summarize the framework in planning, executing, controlling and closing projects, based on the Project Management Body of Knowledge (PMBOK) with proven traditional practices widely applied, as well as, innovative practices. Anyway, a qualified professional or accredited consultant in Project Management should be always consulted to give satisfactory solutions according to managerial activities.
