Inspection of Portable Nuclear Moisture and Density Gauge Programs

This course discusses preparation for regulatory authority inspections of licensee radiation safety programs for the use, transportation, and storage of portable nuclear moisture and density gauges commonly used in the construction industry. Portable nuclear gauges provide a highly reliable and accurate method of measuring the moisture and density of a material. For example, portable nuclear gauges are used to measure parameters such as the moisture in soil and the density in asphalt in a paving mix. Portable nuclear moisture and density gauges contain small amounts of radioactive material and are therefore licensed and regulated by the regulatory authority, either the U.S. Nuclear Regulatory Commission (NRC), or an Agreement State which implements the NRC requirements. States have the option to regulate certain radioactive materials, such as the small amount used in portable nuclear gauges, under agreements with the NRC. Those that do are called Agreement States. These States develop regulations consistent with the NRC’s and appoint officials to ensure nuclear materials are used safely and securely. Agreement States must undergo periodic NRC reviews with acceptable results in order to retain this Agreement State status. Portable nuclear moisture and density gauge licensees are required to be knowledgeable of and implement the specific regulatory license requirements and the applicable NRC or Agreement State requirements. The regulatory authority inspects each licensee’s portable nuclear gauge radiation safety program on a periodic basis. This course discusses the content of these inspections and may be used to assist in the preparation for such inspections.
