ePDH Course Provider Biography
Mr. Garner is a graduate of Georgia State University and is a professional wetland scientist, hydrologist and certified soil evaluator in Massachusetts. He is also a multi-state licensed professional land surveyor. He began his career in the mid 1970s, working extensively on the southeastern coast of Georgia, then moved to New England in the 1980s. He represents towns and private entities in Massachusetts and Rhode Island as a river expert and wetland scientist. Since the mid 1990s, he has served as President of the Association of Massachusetts Wetland Scientists, and recently completed a term as President of the Massachusetts Association of Conservation Commissions. He has published extensively, and routinely appears as an expert witness. Mr. Garner is a Fellow member of the American Congress of Surveying and Mapping.
In addition to his decades of professional experience in the wetland and hydrology field, Mr. Garner has taught over 25 workshops and seminars nationally. He has served on five Massachusetts Department of Environmental Protection technical advisory committees, and completed a term as Director of the Rhode Island Association of Wetland Scientists.
